OK, I know this is an absolute minefield, and when I worked out how much was not covered by the vet one, I never bothered with them - but used to have a separate third party cover one for the animals. Now the firm appears to have been eaten up by Cornhill, who I think owns Pet Plan, and I can't find a third party only insurance to recommend to her - anyone know of one.?

If it's just for horses, the best thing to do is join BHS. It's around 50 squids a year and you get public liability with your membership. If it's for other critters I'm afraid I haven't a clue

Same as zoe, I have no idea about other animals. Though if your friend is a member of the Pony Club (UK) they also get third party liability.
