I have just bought and read an old edition of The First Rosette by C P-T. David is specifically said to live five miles from Oxford. I am not convinced of Oxford being South East but I can see how you could make an argument for it - it is east of the half way point of the South Coast but on the other hand it is only one county away from Wales. The Cornwall/Devon peninsula projects so far it skews it. I should think that the Chilterns bit of Oxfordshire is more London orientated commuter belt-y and feels more a part of the SE than the Cotswolds bit.

Have binge read the Peyton "Maybridge" series over the last month or so, it seems that they are set mainly in a version of Essex (where Peyton lives) not using real names for the "local" places - Northend is probably meant to be Southend. The place they stay in The last ditch is specified as Suffolk. I don't know that part of the world very well so can't comment more.
